Sheff Wed Faces Major Issues, Says Independent Regulator

'We will play a key role in football's future' - football oversight chief the new chairman

The team's ongoing struggles are seen as a "significant problem" and the new football authority is looking to gain the ability to examine team situations in similar circumstances, the recently named head David Kogan has declared.

Through a comprehensive talk, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporter groups associated with the South Yorkshire club in recent days.

The football club have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on several different times, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the great brands for football in England and recently we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations brought to our attention if they need to be investigated and dealt with."

Financial Struggles and Leadership Concerns

The team's struggling chairman Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in spring months resulted in restrictions being imposed by the league officials in June, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although the ban was rescinded in late summer.

Authority's Position

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has been part of their lives in multiple situations.

"I completely understand the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the fans themselves."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But Kogan stressed that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The last thing what we want to do is commence engagement with an particular organization, an individual owner, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the chairman's encountering," Kogan said.

"However, realistically, when you look back over the history of the game, over the recent generations there have been some owners, few in number, but particular people who have shown negligence in the manner they have operated their clubs and ultimately don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to detail the scope of the oversight body this week and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved necessary will vanish rapidly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources flowing into the game and has been channeled for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the regulator stated: "I completely endorse the success and growth as an financial organization of the top division.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of this country. But at the same time, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a considerable comfort."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the opposition group in the past.

The official donated money to government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any type of partisan engagement."
